The recalled products are sold under the Fresh Express label, Dr. Mark Horton said.
He said the affected product labels are marked: "Use by Dates of July 8-July 12," and have an "S" in the product code.
Horton said so far, no illnesses have been linked to any of the 23 affected products.
The health department said anyone who has the recalled products should throw the bags away immediately, and thoroughly wash your hands with soap and water.
The products were distributed in 19 states, the department said.
